Pre-Primary Program


The Nova Scotia Department of Education and Early Childhood Development (EECD) launched a new Pre-Primary Program in September 2017.

The program is currently being offered in 12 schools in the Halifax Regional School Board. It includes both new locations as well as former Early Learning Opportunities (ELO) programs.

New HRSB locations include: Admiral Westphal Elementary, Colby Village Elementary, Duncan MacMillan High, Hillside Park Elementary, Oyster Pond Academy, St. Stephen’s Elementary and Sycamore Lane Elementary.

Former ELO sites that became provincial Pre-Primary sites include: Harbour View Elementary, Joseph Howe Elementary, Nelson Whynder Elementary, Rockingstone Heights School and South Woodside School.


If a parent/guardian registered their child for one of the five (5) ELO sites listed above in the winter or spring and were accepted into the program, you do not need to register again.

If a parent/guardian pre-registered their child for one of the Pre-Primary programs since the government announcement on July, 18, 2017, and you meet eligibility requirements, you must confirm registration by visiting the school offering the program starting on September 5, between the hours of 9 am and 2:30 pm, Monday to Friday. The school will need:

  • proof of age and legal name (as listed on birth certificate, passport, immigration papers, legal name change certificate or adoption documents)
  • proof of residency (current utility bill, lease agreement, etc.)
  • your child's Nova Scotia Health Card (MSI) or proof of health insurance

If a parent/guardian has not pre-registered their child, they can formally register for the program, if they meet eligibility requirements, starting on September 5, between the hours of 9 am and 2:30 pm, Monday to Friday, at the school they are eligible to attend. The school will need the documents outlined above.

Start Dates

The start dates for the Pre-Primary program vary. The following five classes (former ELO programs) started on Thursday, September 7, 2017:

  • Harbour View Elementary
  • Joseph Howe Elementary
  • Nelson Whynder Elementary
  • Rockingstone Heights
  • South Woodside School

The following class started on Monday, September 11, 2017:

  • Hillside Park Elementary

The following six classes started on Monday, September 25, 2017:

  • Admiral Westphal Elementary
  • Colby Village Elementary
  • Duncan MacMillan High
  • Joseph Howe Elementary (Additional class)
  • Oyster Pond Academy
  • St. Stephen’s Elementary

The following class started on Tuesday, October 10, 2017:

  • Sycamore Lane Elementary
